The cloud migration playbook: Oracle Utilities on ODA and OCI
A field-tested approach to moving Oracle Utilities estates onto Oracle Database Appliance and OCI with zero data loss at cutover.

Moving a live utilities estate to the cloud is not a database task with some applications attached. It is an applications, reporting and integration migration that happens to involve a database move, and the programs that treat it as the former are the ones that lose data at cutover.
We have run this migration for utilities that could not tolerate a missed billing cycle, including a full Oracle Utilities estate moved onto Oracle Database Appliance for one of the largest water utilities in its market. The playbook below is what survived contact with those programs.
Migrate the estate, not the database
Applications, custom reports and every integration move together, or the cutover is not real. A database that lands perfectly while an OIC integration silently points at the old host is a data-loss incident waiting for the first batch run. We inventory every interface and report up front and prove each on the target, rather than assume it.
Prove zero data loss before you believe it
- Full inventory of applications, reports and integrations before any move
- Repeated mock migrations, each reconciled against source
- Cutover rehearsals run end to end, under the real time window
- A written rollback position agreed before go-live night
"Zero data loss" is a claim you earn through reconciliation, not a hope you carry into cutover. Every mock migration reconciles against the source system; every variance is explained before the next mock runs. By the real cutover, the runbook should be boring and the numbers should already be trusted.
A cutover rehearsal that overruns the window is not a failure. It is the cheapest warning you will ever get.
Why ODA and OCI, specifically
For many utilities the right answer is not a wholesale lift to public cloud but a deliberate split: Oracle Database Appliance for the engineered, predictable performance the billing estate depends on, OCI for the elasticity around it. The architecture matters less than the discipline applied to the move, but choosing infrastructure that matches how the estate behaves removes a whole class of post-migration surprises.
Have a system you can't afford to get wrong? That's the kind of work we were built for.
